Precon Finishes 5.9-Mile Natural Gas Upgrade at NBVC Point Mugu Ahead of Schedule

The Objective

Precon was tasked with repairing and replacing the natural gas distribution system at Point Mugu, Naval Base Ventura County. A total of 31,228 ft (5.91 miles) of gas line, 70 gas meters, and 126 regulators were installed. Additionally, 33 gas vaults were demolished.

How We Accomplished It

Directional Drilling was the primary method for placing the gas line throughout the complex. It increased speed and eliminated the need to trench, resulting in significantly lower environmental impact and a smaller construction footprint.

Evaluator Remarks

This has been my fourth project with Precon Products, and for the fourth time, they deserve nothing less than an Outstanding. Precon consistently finishes projects ahead of time and provides extra work, at no cost to the Government.

Such items include:
  • Patched a large hole in the street with Asphalt in Phase 5 Housing.
  • Patched a section 2′ X 10′ at Ave. C and 6th Street, which was sunken in.
  • Ran a communication conduit for the customer and SC Gas from outside gate 1 to inside the gate. SC Gas would not begin work on the gas lines until this was completed. It required two personnel and a backhoe; one working day + materials.
  • Demolished 24 vaults on phase 4, at no charge after the contract amount of 15.
  • Purging Ordinance area approx. 8,000′ to 10,000′ and cutting risers. (Plus matching existing) The ordinance area was removed from our contract. Contractor has been doing this for safety and although they were not required to do so, they felt a moral obligation to, as it would not have been right to leave gas in an abandoned line.

A lot of troubleshooting on phase three. Before Allied came back into the picture. Where other contractors wait for the Government’s response before approaching an obstacle, Precon is proactive, providing recommendations and timely estimates to overcome it. Precon makes the modification process trivial, as they always fall well under the IGE and provide accurate revised schedules.

They genuinely care about their product and serving the Navy. It has been an absolute pleasure working with Precon Products. They understand and reflect the Seabee “Can Do” spirit, by overcoming obstacles to meet the mission; not strictly for a paycheck.

Contractor Remarks

Precon concurs with the Evaluation of the Navy and would like to congratulate NAVFAC/Ventura for approaching this project with a true sense of partnership. The scope of work and time frame for the project truly presented the Navy and Precon with an almost impossible challenge. Fortunately, we came together as a team and successfully exceeded all expectations. Whenever Precon encountered a changed condition or unforeseen difficulty, David No, Chief Melendez and the staff at the Navy always sought the best way forward to the benefit of all concerned participants. The close cooperation between the Navy and Precon promoted a sense of mutual trust which led to the best solutions to complex problems. This project should be treated as a MODEL project for all future Contracting Officers for the Navy.
