Precon Executes High-Security Navy Demolition with Environmental Care

Precon has performed three demolition projects for the US Navy, including the abatement and demolition of over 47 structures and the removal of 4000 ft of 30″ steel water line. The work was performed at three project sites: San Nicolas Island, Point Mugu Air Station, and Port Hueneme. Much of the work was performed in environmentally sensitive, high-security, high-traffic areas and at waterfront locations.

Precon employees worked closely with the base biologist to protect the endangered Night Lizard. Pictured below is a mother lizard with her infant, extracted from the site before demolition. One of the three demolition projects included the construction of a pre-engineered building and an attached storage structure at Port Hueneme. The building was constructed for the Seabee school. Precon products achieved a recycling rate of over 95% across all three projects. Concrete rubble from the project was transformed into a usable crushed misc. base material and was provided to the Navy and other contractors to be used on the Navy Base for roadway repair.

The main reason this project worked out so well was the partnering efforts between Precon and the Government. We were presented with several logistical roadblocks early in the project, but we collectively developed several contingency plans. The plan was to proceed as normal and only deviate if the need arose, which could have occurred numerous times. Thankfully, all went smoothly, and Precon completed the work well ahead of schedule with little to no impact on the schedule. The primary roadblocks presented were barging and berthing. These two aspects can bring any job to a halt when dealing with the unique logistics of San Nicolas Island.

Precon has shown they earned the rating not only by staying within budget, being on time, having no safety mishaps or violations, but also by the extra effort and work they put into this project. Precon has performed much additional work at no extra cost. Such work included additional concrete around the PEB building (PHl44l) and disposal of existing fractured concrete north of the PEB building. Precon has also provided asphalt as infill instead of gravel at BLDG PH425. There was also a drainage problem at BLDG PH8, which was resolved by increasing the pavement overlay to reduce stormwater ponding between the construction site and the adjacent roadway. Precon also removed and recycled approximately 60 tons of broken concrete waste from the NCTC site and provided an electrical capacity upgrade for future expansions. Precon has also relocated seven concrete parking bumpers and installed two additional bollards inside the fenced area of the PEB. Furthermore, Precon cleaned out trash, chairs, and desks that were dumped at BLDG PH425 after the contract was awarded. Precon has masterfully completed this project and earned an outstanding rating.

As far as I’m concerned, they are the most outstanding contractors thus far! They have the knowledge and experience to raise issues and get them resolved before starting any work to prevent rework, saving the Navy time and money.
