Point Mugu NBVC, CA Runway and Taxiway Rehabilitation Project

This project included resurfacing over 400,000 square feet of asphalt paving, replacing concrete taxiways, repairing concrete spalls on the runway and taxiways, resealing over seven miles of construction joints, and rebuilding several underground electrical vaults. The work was done on an active military airport during flight operations.

Most of the work, including concrete replacement and resurfacing, took place during flight operations. Work on an airfield requires an experienced and conscientious crew. Precon’s president and supervisor for this project is a licensed pilot and very aware of the special considerations required while working on an active flight line. Sloppy work or careless behavior can lead to a catastrophic failure.

Precon worked closely with the tower and airport manager to coordinate traffic flow and taxiway closures to avoid any interference with flight operations. Extra care was taken to ensure the airfield was left clean and free of FOD (Foreign Object Debris).

Remarks from the Navy

Precon has finished this project on time, on budget, with no safety mishaps and zero violations. However, this was not the cause of the outstanding rating; it is the no additional cost of the work they performed. Precon has repaired several potholes along the taxiway and runway shoulders and resurfaced several pavement trip hazards near the fire station. They also removed and replaced damage to a taxiway caused by a malfunctioning landing gear on an aircraft while it was taxing.

Precon has also introduced an advanced concrete type that sets more quickly. They took it upon themselves to coordinate with the product manufacturer to provide a demonstration of the product to repair several spalls on the runway. Precon has also done additional work at the Attack hangar by replacing a small section of concrete on the apron that was too large for a small repair.

Additional work performed includes repairing a rumble strip at the airfield entrance and widening the asphalt replacement area at taxiways C-1 and C02, and at the intersection of Charlie and Runway 3-21. On the following taxiways and intersection mentioned, Precon provided a clean sawcut at the concrete and asphalt joint line. Precon did extra grinding at the east end of Taxiway Charlie. The original grind area was surveyed at 300 sq ft, but the actual grind area was over 1500 sq ft. Precon did the grinding over the weekend to avoid interference with carrier qualifications and other airfield operations vital to the Navy’s mission.

All of the items were provided free of charge, not because Precon was asked or required, but because it was the right thing to do, and it provided a higher level of service to the customer. Individuals and subcontractors are rarely mentioned in CCAST reports, but Mr. Chris Nestlerode and MCN Construction Inc. were the project’s solid foundation. Mr. Nestlerode was the project superintendent and provided exceptional service to both Precon and the US Navy by juggling many variables related to the project. MCN Construction Inc. afforded Precon with additional depth and insight.

Precon has gone above their contract requirements and is one of the few contractors that understand the Navy’s mission. Their work shows how enthusiastic and motivated they are.
