Project Description

This project included resurfacing over 400,000 square feet of asphalt paving, replacing concrete taxi ways, repairing concrete spalls on the runway and taxi ways, resealing over seven miles of construction joints and rebuilding several underground electrical vaults. The work was done on an active military airport during flight operations.

Most of the work, including concrete replacement and resurfacing, took place during flight operations.

Work on an airfield requires an experienced and conscientious crew. Pre-Con’s president and supervisor for this project is a licensed pilot and very aware of the special consideration required while working on an active flight line. Sloppy work or careless behavior can lead to a catastrophic failure.

Pre-Con worked closely with the tower and airport manager to coordinate traffic flow and taxi way closures to avoid any interference with flight operations. Extra care was taken to insure the airfield was left clean and free of FOD (Foreign Object Debris).

Remarks from the Navy

Pre-Con has finished this project on time, on budget, with no safety mishaps, and zero violations. However, this was not the cause of earning the rating of outstanding; it is the no additional cost of work that they performed. Pre-Con has repaired a number of potholes along the shoulder of the taxiway and runway, not to mention resurfacing several pavement trip hazards near the fire station. They also removed and replaced damage to a taxiway caused by malfunctioning landing gear on taxing aircraft.

Pre-Con has also introduced an advanced type of concrete that settles quicker. They took it upon themselves to coordinate with the product manufacturer to provide a demonstration of the product to repair a number of spalls on the runway. Pre-Con has also done additional work at the Attack hangar by replacing a small section of concrete on the apron that was too large for small repair.

Additional work performed includes repairing a rumble strip at the airfield entrance and widening the asphalt replacement area at taxiway C-1, C02, and the intersection of Charlie and Runway 3-21. On the following taxiways and intersection mentioned, Pre-Con provided a clean sawcut at the concrete and asphalt joint line. Pre-Con did extra grinding at the east end of taxiway Charlie. The original grind are was surveyed at 300 sq ft, but the actual grind area was over 1500 sq ft. Pre-Con did the grinding over the weekend to avoid interference with carrier qualifications and other airfield operations that are vital to the Navy’s mission.

All of the items were provided free of charge not because Pre-Con was asked or required, but because it was the right thing to do and it provided higher level of service to the customer.
Individuals and subcontractors are rarely mentioned in a CCAST report, but Mr. Chris Nestlerode and MCN construction Inc. were the solid foundation of this project. Mr. Nestlerode was the superintendent for the project and provided exceptional service to both Pre-Con and the US Navy by juggling many variables that involved this project. MCN Construction Inc. afforded Pre-Con with additional depth and insight.

Pre-Con has gone above their contract requirements and are of few contractors that understand the Navy’s mission. Their work shows how enthusiastic and motivated they are.
